Read-Only Files in the Repository. how to Check out to Edit?

When we want to make any changes in the Files which are available on the DTR, we need to check them out first. The checkout popup appears automatically when the developer tries to make a change in the file.

For some reason, I do not get the checkout popup. May be the file I uploaded on the DTR is in read-only mode. Please suggest a solution. How to checkout the file. How to get rid of the error popup shown above.

Also it is not possible to checkout the files manually from the DTR perspective. The state of the Files as seen in the DTR perspective is NOT_MOUNTED, NOT CHCKED OUT. What can be the reason for this. How to Mount ?

It is not possible to Edit Files in the DTR perspective. The Edit, Add options are disabled. Please see below screen.
